The Dwight Village Board of
Trustees met in regular session at 6:00 p.m. with the meeting
being called to order by President Bill Wilkey. Roll call was
as follows:

attendance were Village Administrator Kevin McNamara, Police
Chief Tim Henson, Public Works Director David Bozarth, EMS
Director Al Metzke, Village Attorney Gary Neville, and Village
Engineer Ryan Hansen.
President Wilkey led everyone
in the Pledge of Allegiance.
President Wilkey then asked
for a moment of silence in memory of long time Dwight Township
Supervisor, Tony Thorsen, who passed away June 10th.
A motion was made by Curtis and seconded by
Turner to approve the minutes of the May 24, 2010 regular
Village Board meeting as submitted. Roll call was as follows:
Turner-aye; Woods-aye; Eggenberger-aye; Anderson-aye;
Curtis-aye. Motion carried, 5 – 0.
The bills were presented for payment from the
various funds in the amount of $161,034.12. A motion was made
by Curtis and seconded by Woods to pay the bills as submitted
and approved by the Village Trustees. Roll call was as
follows: Turner-aye; Woods-aye; Eggenberger-aye; Anderson-aye;
Curtis-aye. Motion carried, 5 – 0.
A motion was made by Curtis and seconded by
Turner to approve the May 2010 Treasurer’s Report as submitted
by Treasurer Diane Jensen, showing a balance in all funds of
$2,485,185.78. Roll call was as follows: Turner-aye;
Woods-aye; Eggenberger-aye; Anderson-aye; Curtis-aye. Motion
carried, 5 – 0.
The Prevailing Wage Ordinance
was presented for approval.
A motion was made by Anderson and seconded by
Eggenberger to approve Ordinance No. 1286, which is an
ordinance ascertaining the prevailing rate of wages for
laborers, mechanics and other workers employed on public works
for the Village of Dwight for both Livingston County and
Grundy County. Roll call was as follows: Turner-aye;
Woods-aye; Eggenberger-aye; Anderson-aye; Curtis-aye. Motion
carried, 5 – 0.
ORDINANCE NO. 1286 IS ON
FILE IN THE VILLAGE CLERK’S OFFICE
The Village Board briefly
discussed a proposed ordinance regulating mobile home parks
within the Village of Dwight. This item will be discussed
further at a future Ordinance Committee meeting.
In public forum, Tom Tock,
410 W. Delaware Street, asked if the proposed mobile home park
ordinance would affect all of the current parks or just the
one that was destroyed by the recent tornado. Wilkey said the
ordinance would affect the other parks as much as it can.
Andy Kelleher, 130 Bannon
Dr., Dwight, commented that the Village should have safety
standards in place for mobile home parks and rental units.
In his President’s report,
Wilkey thanked all the people, agencies, churches, and
surrounding communities for all the help that was given to the
victims of the June 5th tornado that caused so much
damage and loss of property within the Village of Dwight.
Everyone was thankful
June 14, 2010
there were no deaths
associated with the storm. Wilkey announced there would be a
benefit for the victims of the tornado on Saturday, June 19 at
St. Patrick’s Parish Hall. St. Patrick’s Parish, the Knights
of Columbus, and the Altar & Rosary Society are organizing the
event, with U.S. Foods donating food and other items.
Village Clerk Drechsel
informed everyone that approximately 29 different companies,
comprised of approximately 79 workers, had taken out permits
to do storm related work and repairs in the Village. She
urged property owners to request to see workers permits before
enlisting them to work.
Administrator McNamara
suggested that the Ordinance Committee look into establishing
a permanent contractor’s license for the Village. McNamara
thanked the Attorney General’s police for patrolling the
affected areas for contractors who had not come in for a
permit.
McNamara reported that
twenty-four (24) families had been displaced as a result of
the June 5th tornado. Ten (10) have found housing,
eleven (11) are staying with someone, two (2) are in hotels,
and one (1) remains hospitalized.
FEMA and IEMA were in town to
assess the damage. McNamara reported that FEMA may combine
all the Illinois communities affected by the tornado. The
nearby community of Streator was also hit hard by the June 5th
tornado.
Other tornado related items
reported by McNamara were:

Allied Waste
will have unlimited garbage pickup the next two (2) weeks and
also free yard waste pickup;
�
Monetary
donations for the victims of the tornado are being taken at
all four (4) banks in Dwight;
�
A
representative from the Illinois Department of Insurance will
be at the Village Hall on Wed., June 16th and Sat.
June 19th to help anyone with their insurance
claims;
�
The insurance
adjuster for the Village of Dwight was in town assessing
Village property damage;
�
On June 25th,
the local churches invite anyone affected by the storm to meet
with the ministerial society to assess needs;
�
On June 27th,
an ecumenical service will be held in thanksgiving that no one
was killed in the storm incident.
McNamara also commended the
foresight of the Village Trustees in purchasing a generator
for the water treatment plant, thereby assuring water service
for the Village during the power outage.
McNamara also reported that
to date eight (8) Request For Proposals had been picked up for
the upcoming water project.
Police Chief Henson, Public
Works Director Bozarth, and EMS Director Metzke all reiterated
what Village President Wilkey had to say about how thankful
they were for all the help that was given by so many different
people throughout the week.
Trustee Anderson said that a
Property Committee meeting needs to be set to discuss plans
for getting Garrett Park fixed up.
Rodney Connor, representing
IMPACT Dwight, was in attendance to present a plan for
landscaping just north of the depot. A concern about whether
or not the large evergreen tree in that area would be cut down
was raised by Public Works Director Bozarth. Connor said it
would be. Bozarth and Trustee Anderson requested to meet with
Connor over by the tree after the meeting.
A motion was made by Turner and seconded by
Curtis to approve the submitted landscaping proposal for the
depot as presented by IMPACT Dwight. Roll call was as
follows: Turner-aye; Woods-aye; Eggenberger-aye; Anderson-aye;
Curtis-aye. Motion carried, 5 – 0.
A Sound Amplification Permit
application from Larry Deterding was presented. The request
was for a graduation party at the public swimming pool on
Sunday, June 27, 2010, from 6:00 p.m. to 8:00 p.m.
A motion was made by Eggenberger and seconded
by Anderson to approve the Sound Amplification Permit for
Larry Deterding for June 27th from 6:00 p.m. to
8:00 p.m. Roll call was as follows: Turner-aye; Woods-aye;
Eggenberger-aye; Anderson-aye; Curtis-aye. Motion carried, 5
– 0.
An application for a liquor
license from Suzanne Michaels for a restaurant she wants to
open at 114 S. Franklin St., Dwight was presented for
approval. The license would be for Consumption on Premises
Only.
A motion was made by Turner
and seconded by Curtis to approve the Class A liquor license
application from Suzanne Michaels for 114 S. Franklin St.,
Dwight. Roll call was as follows: Turner-aye; Woods-aye;
Eggenberger-aye; Anderson-aye; Curtis-aye. Motion carried, 5
– 0.
A request for a donation to
the Harvest Days Kiddie Carnival run by New Life Assembly of
God Church was presented. President Wilkey said he was not in
favor of giving this donation, and thought the Harvest Days
Committee should cover this. Trustee Curtis disagreed saying
it was originally run by the Village’s Parks & Recreation
department and doesn’t want to see it go away. He commented
that the Harvest Days Committee is not flush with money and
that the Kiddie Carnival is for the little ones.
A motion was made by Curtis
and seconded by Woods to approve a $600.00 donation to the New
Life Assembly of God Church to run the Harvest Days Kiddie
Carnival. Roll call was as follows: Turner-aye; Woods-aye;
Eggenberger-aye; Anderson-aye; Curtis-aye. Motion carried, 5
– 0.
A request by Karen Smith to
have a car show at Renfrew Park as a fund raiser for Team
Taylor Relay for Life was presented. The car show would take
place on the east side of the park on Saturday, July 10, 2010
from approximately 8:00 a.m. to 4:00 p.m.
A motion was made by Woods
and seconded by Turner to approve the use of Renfrew Park for
the Team Taylor Relay for Life car show on July 10, 2010.
Roll call was as follows: Turner-aye; Woods-aye;
Eggenberger-aye; Anderson-aye; Curtis-aye. Motion carried, 5
– 0.
There being no further business, a motion to
adjourn was made by Turner and seconded by Curtis. All voted
aye by voice vote. The meeting adjourned at 6:52 p.m.
