The Dwight Village Board of
Trustees met in Special Session at 6:00 p.m. to discuss the
following items:

Other Village officials in
attendance were Village Administrator Kevin McNamara, EMS
Director Al Metzke, Police Chief Tim Henson, Public Works
Director David Bozarth, Village Attorney Gary Neville, and
Village Engineer Ryan Hansen.
President Wilkey led everyone in
the Pledge of Allegiance.
A motion was
made by Curtis and seconded by Eggenberger to approve the
minutes of the March 22, 2010 Public Hearing regarding the
Fiscal Year 2010-2011 Budget as submitted. Roll call was as
follows: Eggenberger-aye; Curtis-aye; Turner-aye; Wilkey-aye.
Motion carried, 4-0.
A motion was
made by Curtis and seconded by Eggenberger to approve the
minutes of the March 22, 2010 regular Village Board meeting as
submitted. Roll call was as follows: Eggenberger-aye;
Curtis-aye; Turner-aye; Wilkey-aye. Motion carried, 4-0.
A motion was
made by Curtis and seconded by Turner to approve the minutes
of the March 29, 2010 Special Village Board meeting as
submitted. Roll call was as follows: Eggenberger-aye;
Curtis-aye; Turner-aye; Wilkey-aye. Motion carried, 4-0.
The bills
were presented for payment from the various funds in the
amount of $118,475.95. A motion was made by Eggenberger and
seconded by Curtis to pay the bills as submitted and approved
by the Village Trustees. Roll call was as follows:
Eggenberger-aye; Curtis-aye; Turner-aye; Wilkey-aye. Motion
carried, 4-0.
A motion was
made by Curtis and seconded by Eggenberger to approve the
March 2010 Treasurer’s Report as submitted by Treasurer Diane
Jensen. Roll call was as follows: Eggenberger-aye;
Curtis-aye; Turner-aye; Wilkey-aye. Motion carried, 4-0.
A motion was
made by Curtis and seconded by Eggenberger to pass Resolution
No. 2010-06, opposing reduction of the Local Government
Distributive Fund as proposed by Illinois Governor Quinn for
the State of Illinois’ coming fiscal year. The reduction in
revenue to the municipalities would impact the Village of
Dwight by $100,785 per year. Roll call was as follows:
Eggenberger-aye; Curtis-aye; Turner-aye; Wilkey-aye. Motion
carried, 4-0.
RESOLUTION NO. 2010-06 IS ON FILE IN THE VILLAGE CLERK’S
OFFICE
A motion was
made by Curtis and seconded by Turner to pass Resolution No.
2010-07, stating the Village of Dwight’s interest in
participating in the Livingston County mitigation planning
process, and naming Kevin McNamara as the Village’s
representative on the Livingston County Mitigation Committee.
Roll call was as follows: Eggenberger-aye; Curtis-aye;
Turner-aye; Wilkey-aye. Motion carried, 4-0.
RESOLUTION NO. 2010-07 IS ON FILE IN THE VILLAGE CLERK’S
OFFICE
A motion was
made by Curtis and seconded by Eggenberger to approve a
Statement of Intent in All-Hazard Mitigation Planning from
Grundy County. Roll call was as follows: Eggenberger-aye;
Curtis-aye; Turner-aye; Wilkey-aye. Motion carried, 4-0.
A motion was
made by Eggenberger and seconded by Curtis to pass Resolution
No. 2010-08 supporting the Village of Dwight’s application to
the State of Illinois for a Community
Development
Assistance Program grant. Roll call was as follows:
Eggenberger-aye; Curtis-aye; Turner-aye; Wilkey-aye. Motion
carried, 4-0.
During the
public forum portion of the meeting, Janice Lauritzen,
representing Dwight Main Street Program, informed everyone
that Ambler’s Station will be open for the summer beginning
Saturday, May 1st. A Volunteer Appreciation Lunch
will be held at the Station on Monday, April 19th
from 11:00 a.m. to 1:00 p.m. to thank all of last year’s
volunteers and encourage people to sign up for this summer.
President
Wilkey said that Love’s Travel Centers had sent a letter
requesting more information from the Village in regards to
their new subdivision. He also reported that Celozzi’s are
still working on funding for taking over the Dempsey car
dealership, and Coils is still looking for funds to re-open
the Dwight facility.
President
Wilkey presented Oliver Zivney an award for being named ESDA
Volunteer of the Year and thanked him for his service to the
citizens of the Village of Dwight.
Administrator McNamara reported: the generator at the
filtration plant had been installed; sales tax receipts for
January of this year were 3.82% higher than January of 2009,
and that December 2009 receipts were 3.39% higher than the
year before; 77% of Dwight households have returned their 2010
Census forms. McNamara continued to encourage all residents
to mail in their forms.
Chief Henson
reported: individuals are shooting out car windows with bb
guns; the police department would like the public’s help in
keeping an eye out for vandals at Renfrew Park.
In new
business, a liquor license request was received from Robert
Storm, 306 N. Franklin St., Dwight, for a bar and grill at 109
E. Chippewa St., Dwight. The background check done by the
police department was clear.
A motion was
made by Curtis and seconded by Turner to approve the liquor
license request from Robert Storm for 109 E. Chippewa St.
Roll call was as follows: Eggenberger-aye; Curtis-aye;
Turner-aye; Wilkey-aye. Motion carried, 4-0.
A motion was
made by Curtis and seconded by Eggenberger to approve a sound
amplification permit request from Benjamin Brown, 175
Jefferson St., East Brooklyn, IL, for Saturday, May 22, 2010
from 4:00 p.m. to 1:00 a.m. The event would be a reception
held at 709 S. Old Rt. 66, Dwight. Roll call was as follows:
Eggenberger-aye; Curtis-aye; Turner-aye; Wilkey-aye. Motion
carried, 4-0.
Janine
Boggs, representing the Dwight Area Chamber of Commerce, was
in attendance to request a donation from the Village of Dwight
for the 4th of July fireworks display. She
indicated that the fireworks would cost approximately $12,000
for a twenty minute display.
A motion was
made by Curtis and seconded by Turner to donate $5,625 to the
Dwight Area Chamber of Commerce to help defray the cost of the
4th of July fireworks. Roll call was as follows:
Eggenberger-aye; Curtis-aye; Turner-aye; Wilkey-aye. Motion
carried, 4-0.
Tom Worby,
209 Spencer, was in attendance to complain about a problem
with RV campers parking on “city property”. He said it’s
difficult to see traffic coming on Spencer St. because of the
parked camper. Mr. Worby thought there should be an ordinance
banning campers parking in the neighborhood just as there is
an ordinance banning semi-trailers. The issue will be
discussed at a future Ordinance Committee meeting.
There being
no further business, a motion to adjourn was made by Turner
and seconded by Eggenberger. All voted aye. The meeting
adjourned at 6:28 p.m.
