The Dwight Village Board of
Trustees met in Special Session at 6:00 p.m. to discuss the
following items:
Approval of the
Fiscal Year 2010-2011 Budget;
Approval of corner
locations for beautification by Impact Dwight;
Approval of use of Lions Lake
pond for cardboard boat races as requested by Impact Dwight
The meeting was called to order
by President Bill Wilkey. Roll call was as follows:

Others in attendance were
Administrator Kevin McNamara, Public Works Director David
Bozarth, EMS Director Al Metzke, Police Chief Tim Henson,
Village Attorney Gary Neville, Village Engineer Ryan Hansen,
several Village of Dwight employees and Village residents.
Notice of this Special Session
of the Dwight Village Board of Trustees was posted at the
Public Services Complex, 209 S. Prairie Ave., Dwight, Illinois
on Friday, March 26, 2010.
Trustee
Curtis made a motion to approve the Fiscal Year 2010-2011
Budget with a 1% pay increase for full-time Village employees
instead of a 2% pay increase, which would decrease the General
Fund in the original budget by $7,185.00, decrease the Water
Fund by $1,750.00, and decrease the Sewer Fund by $1,690.00.
Curtis’ motion died for lack of a second.
Trustee
Kester made a motion to approve the Fiscal Year 2010-2011
Budget with a 1% pay increase for full-time Village employees
now, and revisit the Village’s financial situation in October
and perhaps give another 1% increase at that time. Kester’s
motion died for lack of a second.
Trustee
Eggenberger made a motion to approve the Fiscal Year
2010-2011 Budget as originally presented at the March 22, 2010
Village Board meeting with a 2% pay increase for full-time
Village employees. Roll call was as follows: Woods-aye;
Eggenberger-aye; Anderson-aye; Curtis-no; Kester-no;
Airgood-aye. Motion carried, 4 – 2.
Jennifer
Connor, representing Impact Dwight, requested Board approval
of Impact Dwight’s proposal to beautify selected public areas
with flowers. Sites selected were the three entrances to
Renfrew Park, two pool entrances, the Gothic Church, Garrett
Park, the Welcome Signs, Lions Lake, and Pine Cone path
entrance/exit.
A motion was
made by Kester and seconded by Airgood to approve the
beautification project as requested by Impact Dwight. Roll
call was as follows: Woods-aye; Eggenberger-aye;
Anderson-aye; Curtis-aye; Kester-aye; Airgood-aye. Motion
carried, 6 – 0.
Regarding
the request by Impact Dwight to have cardboard boat races at
Lions Lake, Village Administrator McNamara was informed by
IMLRMA, the Village’s liability insurance company, that the
Village’s policy would not cover such an event. President
Wilkey said he had also contacted the Illinois Municipal
League which indicated that it would be too much of a
liability.
No vote was
taken on the issue.
President
Wilkey informed the Board that Love’s Travel Centers would
definitely be coming to Dwight, and that an agreement for the
turning lane and traffic light was being sent to Village
Attorney Neville.
There being
no further business, a motion to adjourn was made by Airgood
and seconded by Anderson. All voted aye. The meeting
adjourned at 6:21 p.m.
