A Public Hearing was held by
the Dwight Village Board of Trustees at 5:30 p.m. to consider
the approval of the fiscal year 2010-2011 budget. The public
hearing was called to order by President Bill Wilkey. The
following Corporate Authorities were in attendance:

Public Works Director David Bozarth, EMS Director Al Metzke,
Police Chief Tim Henson, Village Attorney Gary Neville,
Village Engineer Ryan Hansen, along with several members of
the public.
Notice of the Public Hearing
appeared in the February 24, 2010 edition of The Paper.
In the absence of Village Administrator Kevin
McNamara, Village Clerk Patti Drechsel presented the proposed
2010-2011 fiscal year budget as compiled by Administrator
McNamara with the guidance of the Administration Committee.
Village Clerk Drechsel read the introductory page written by
McNamara which stated in part: “This proposed budget and its
expected revenues accurately reflect the Village’s financial
condition and its slow rate of economic growth. It also
reflects the continued downturn in the National, State, and
Local economies, reflected in the projected revenues coming
into the Village.” “This proposed budget reflects some
increases in user fees. Residential garbage fees per contract
increase 4% in this fiscal year. There is also a $100.00
increase in base ambulance rates and a 5% increase in water
rates to our Class II users, the large users who use over
500,000 gallons per month. There is no increase in
residential water rates, sewer rates, permit fees, swimming
lessons and pool entrance fees. The proposed budget for
Fiscal Year 2011 does include a 2% pay increase for all
full-time Village employees.”
Drechsel noted that Administrator McNamara also
wanted to emphasize that he had budgeted Sales Tax revenue 9%
lower in the current fiscal year from fiscal year 2009, and
budgeted another 5% lower for this coming fiscal year.
Clerk Drechsel read a note from Tom Tock, 410
W. Delaware St., Dwight: “The summer recreation program is to
be discontinued because of budget considerations, but I have
heard from several people who believe that at least some kind
of program could be offered to Dwight’s young people.
One-half of one-percent of the total budget was originally
anticipated for the summer recreation program. It would seem
that a revised, abbreviated program (without baseball trips)
would be affordable and of value to youngsters during their
long summer holiday. Thank you for any consideration.”
No other correspondence was received and no one
else from the public spoke during the public hearing portion
of the meeting.
Trustee Curtis had a concern with the 2% salary
increase for full-time employees. He thought a 1% increase at
this time would be better so that some other items on the
“wish list” could be put into the budget. Curtis said another
option could be to give a 1% increase now and another 1%
effective October 1st if things look better then.
He also handed out information on the Building Inspector
salary and fees and suggested that position could be paid with
an increase per inspection instead of a flat base salary plus
inspections.
*Trustee Woods entered the meeting at 5:53 p.m.

Trustee Kester agreed with the 1% increase and
looking at another increase in October.
Trustee Eggenberger wanted to stay with the 2%
increase.
Trustee Woods agreed with 2%.
Trustee Anderson said he wouldn’t mind doing 1%
and looking at the situation later in the year.
The Public Hearing closed at 6:04 p.m.
