January 11, 2010
The Dwight Village Board of
Trustees met in regular session at 6:00 p.m. with the
meeting being called to order by President Bill Wilkey.
Roll call was as follows:

Other Village officials in
attendance were Administrator Kevin McNamara, Public Works
Director David Bozarth, EMS Director Al Metzke, Police
Chief Tim Henson, and Village Attorney Gary Neville.
President Wilkey led
everyone in the Pledge of Allegiance.
A motion
was made by Curtis and seconded by Eggenberger to approve
the minutes of the December 14 and December 17, 2009
regular Village Board meetings. Roll call was as
follows: Woods-aye; Eggenberger-aye; Anderson-aye;
Curtis-aye; Kester-aye. Motion carried.
The
bills were presented for payment from the various funds in
the amount of $90,217.36. A motion was made by Curtis and
seconded by Kester to pay the bills as submitted and
approved by the Village Trustees. Roll call was as
follows: Woods-aye; Eggenberger-aye; Anderson-aye;
Curtis-aye; Kester-aye. Motion carried.
A motion
was made by Anderson and seconded by Woods to approve a
fund transfer of $70,794.55 from the Sewer Fund to the
Sewer Replacement Reserve Fund for the purpose of paying
principal and interest on the 1998 IEPA wastewater
treatment plant loan as submitted by Comptroller Patricia
Drechsel. Roll call was as follows: Woods-aye;
Eggenberger-aye; Anderson-aye; Curtis-aye; Kester-aye.
Motion carried.
In
President Wilkey’s report:

thanked the Public Works department for
keeping the streets plowed and cleaned during the recent
snowfalls;
�
informed everyone that there would be
training sessions for anyone wanting to work for the
upcoming census on Monday, January 25th at 1:30
p.m. at the library;
�
reminded the public of a ribbon cutting at
the new Teen Center on January 21st at 3:30
p.m. There will be a parent orientation January 24th,
with the grand opening scheduled for January 29th.
Village
Clerk Drechsel read a thank you note from Bernice Skinner,
widow of former Trustee Ron Skinner, thanking the
President, Trustees, and Village employees for all their
love and support. A tree will be planted in one of the
Village parks in memory of Trustee Skinner.
In old
business, Administrator McNamara stated that he, President
Wilkey, and Attorney Neville met with Steve Wilkey from
the First National Bank of Dwight to review and clarify
the Village Commercial Rehab Loan program. President
Wilkey asked the Trustees to review the proposed changes,
then a Committee meeting will be held to discuss the
program before it goes on the agenda for the next Village
Board meeting.
In new
business, the new Freedom of Information Act amendments
were discussed as far as naming FOIA Officers. Attorney
Neville felt that, in small communities such as Dwight, it
would make sense to name the Village Clerk as the primary
FOIA Officer. President Wilkey thought that the Village
Attorney should be the backup FOIA Officer in the absence
of the Village Clerk.

A motion
was made by Curtis and seconded by Anderson to name the
Village Clerk as the primary FOIA Officer, along with the
Village Attorney as the back up FOIA Officer in the
absence of the Village Clerk. Roll call was as follows:
Woods-aye; Eggenberger-aye; Anderson-aye; Curtis-aye;
Kester-aye. Motion carried.
In
regards to Love’s Travel Stops and Country Stores
development, Village Engineer Hansen stated that the
traffic control study had been delivered to the Illinois
Department of Transportation. Also Love’s engineer, Bob
Russell, delivered papers to Christopher Burke Engineering
and FEMA in regards to the flood plain in that area.
The next
item to be discussed was a vertical boring permit
application from the Dwight Public Schools. The Dwight
schools are looking into the possibility of installing a
geothermal heating/cooling system, and are asking
permission to have a test bore done to determine the
feasibility of having this type of system installed.
Discussion included the possibility of contamination of
the Village’s water supply since the borings would go
through the aquifer that the Village’s wells pump water
from.
Engineer
Hansen said he learned that the Livingston County
Department of Health recently put a geothermal permitting
process into place, and that department would take care of
permitting and inspections.
It was
determined that further study and discussion is needed on
this subject.
A motion
was made by Woods and seconded by Kester to send the issue
of the Dwight Public Schools’ boring permit to the Utility
Committee. Roll call was as follows: Woods-aye;
Eggenberger-aye; Anderson-aye; Curtis-aye; Kester-aye.
Motion carried.
There
being no further business, a motion to adjourn was made by
Woods and seconded by Curtis. All voted aye. The meeting
adjourned at 6:30 p.m.
