The Dwight Village Board
of Trustees met in regular session at 6:00 p.m. with the
meeting being called to order by President Bill Wilkey.
In the absence of Village Clerk Drechsel, Village
Administrator McNamara will record the minutes. Roll
call was as follows:

Other Village officials in
attendance were Public Works Director David Bozarth,
Police Chief Tim Henson, Village Attorney Gary Neville,
and Village Engineer Ryan Hansen.
President Wilkey led
everyone in the Pledge of Allegiance.
President Wilkey announced
that with the untimely death of Trustee Ron Skinner he
had postponed the last regularly scheduled Village Board
meeting from last Monday until tonight. He asked those
present to join with him in a moment of silent prayer
for Trustee Skinner and his family. He stated Trustee
Skinner was “a devoted husband, family man, church
worker, community worker, and a very trusting Trustee.”
“His untimely death has left a hole in this community”,
Wilkey stated.
A motion was made by
Airgood and seconded by Woods to approve the minutes of
the November 9, 2009 regular Village Board meeting.
Roll call was as follows: Airgood-aye; Woods-aye;
Eggenberger-aye, Wilkey-aye. Motion carried.
The bills were
presented for payment from the various funds in the
amount of $73,488.30. A motion was made by Woods and
seconded by Eggenberger to pay the bills as submitted
and approved by the Village Trustees. Roll call was as
follows: Airgood-aye; Woods-aye; Eggenberger-aye;
Wilkey-aye. Motion carried.
A motion was made by
Airgood and seconded by Woods to approve the October,
2009 Treasurer’s Report as submitted. Roll call was as
follows: Airgood-aye; Woods-aye; Eggenberger-aye;
Wilkey-aye. Motion carried.
A request for the
Transfer of Funds from Comptroller Drechsel was
reviewed. A motion was made by Woods and seconded by
Airgood to approve the transfer of $71.36 from the
General Fund to the Public Service Bond Fund for the
purpose of bringing the Public Service Bond Fund to a
$0.00 balance and $2,684.57 from the General Fund to the
Windmill Project Fund for the purpose of bringing the
Windmill Project Fund to a $0.00 balance. Upon roll
call, Airgood, Woods, Eggenberger and Wilkey all voted
aye. Motion carried.
President Wilkey reported
that he attended the “Open House” at Heritage Woods of
Dwight on November 18, 2009. He stated this project was
a very fine addition to Dwight. Wilkey also thanked the
owner of the Laundromat for the nice improvement to his
building, the addition of a concrete parking lot.
Wilkey stated he wanted to
bring attention to Love’s Truck Stop and contrary to the
false rumors floating around town everything is moving
along with the project. Wilkey had attended a meeting
with Kevin, Ryan Hansen and members of his firm and Bob
Russell, the site engineer for Love’s and his associate.
Mr. Russell is working to get the entire 110 acre site
out of the flood plain. Due to the wet weather, Love’s
was not beginning construction this fall.
President Wilkey urged
everyone to lock their cars, homes and garages. He
stated there are “tough times going on” and the Village
needs the communities help in keeping watch for burglars
and in locking their vehicles and garages.
Wilkey stated he had
received complaints from the residents on North Clinton
Street regarding bus parking and that the issue was
being resolved.
In Public Forum, Dwight
Main Street Executive Director Janice Lauritzen reminded
everyone that Friday, December 4 was the annual
Christmas parade followed by Breakfast with Santa on
Saturday, December 5.
Chief Henson reported on
the following:

Break-ins of vehicles and
garages are still happening. He stated any help from
residents is greatly appreciated.

In last weeks edition of
The Paper there was an article about an incident at the
Mansion. Henson wanted to clarify that the Country
Mansion had no association with the arrest, the incident
occurred at Carriage House Lane and South Street.
Public Works Director
Bozarth reminded everyone that the winter parking ban on
Village streets goes into affect, tonight, December 1
until March 1. He also reported Public Works was also
working on a possible storm sewer cave in at South and
Washington Street.
Tracy and Larry
Deterding were present on behalf of the Teen Center. The
group is requesting a waiver on the $100.00 Village
Occupancy Permit. On a motion from Woods, seconded by
Airgood, Airgood, Woods, Eggenberger and Wilkey voted
aye. Motion carried.
The 2010 proposed
Village Board meeting dates were provided by Village
Clerk Drechsel. A motion was made by Woods and seconded
by Eggenberger to approve the meeting dates as
submitted. Roll call was as follows: Airgood-aye;
Woods-aye; Eggenberger-aye; Wilkey-aye. Motion carried.
President Wilkey read
the three bid proposals received for a 150Kw standby
generator at the water filtration plant. A motion was
made by Eggenberger and seconded by Woods to approve the
low bid of Durham Electric of Pontiac for $37,500.00.
Roll call was as follows: Airgood-aye; Woods-aye;
Eggenberger-aye; Wilkey-aye. Motion carried.
President Wilkey
introduced IMPACT Dwight President Rodney Connor who
requested the Village allow his group to put Christmas
lights up along Pinecone Path. A motion was made by
Eggenberger and seconded by Airgood to approve the
IMPACT Dwight request for lighting up Pinecone Path for
the holidays. Roll call was as follows: Airgood-aye;
Woods-aye; Eggenberger-aye; Wilkey-aye. Motion carried.
There being no
further business, a motion to adjourn was made by Woods
and seconded by Airgood. All voted aye. The meeting
adjourned at 6:20 p.m.
