October 26, 2009
The Dwight Village Board of Trustees met in
regular session at 6:00 p.m. with the meeting being called to
order by President Bill Wilkey. Roll call was as follows:

Other Village officials in
attendance were Village Administrator Kevin McNamara, Public
Works Director David Bozarth, Police Chief Tim Henson, EMS
Director Al Metzke, Village Attorney Gary Neville, and
Village Engineer Ryan Hansen.
President Wilkey led everyone
in the Pledge of Allegiance.
A motion
was made by Woods and seconded by Eggenberger to approve the
minutes of the October 12, 2009 regular Village Board
meeting. Roll call was as follows: Eggenberger-aye;
Skinner-aye; Woods-aye. Motion carried.
* The
bills were presented for payment from the various funds in
the amount of $52,495.32. A motion was made by Woods and
seconded by Skinner to pay the bills as submitted and
approved by the Village Trustees. Roll call was as follows:
Eggenberger-aye; Skinner-aye; Woods-aye. Motion carried. *
Corrected at 11/09/2009 meeting –
motion did not carry as four (4) affirmative votes were
needed.
Janice Lauritsen, representing
Dwight Main Street Program, reported that the last downtown
cleanup would take place on Saturday, October 31st.
She also informed everyone that the annual Christmas Parade
would be Friday, December 4th beginning at 6:00
p.m., and the Breakfast with Santa would be Saturday
morning, December 5th.
Gibs Nielsen, 103-A Julie Dr.,
asked about the progress at the Demarse property at 123 W.
Seminole. President Wilkey said that Demarse has been
working on it.
Tom Tock, 410 W. Delaware St.,
inquired about the International Maintenance Code that had
previously been discussed by the Ordinance Committee.
Administrator McNamara responded that the Committee still
needs to meet with a gentleman from Pontiac to gather
information on enforcement of the Code.
President Wilkey reported on
the following:

Pamida store
grand opening is October 30th;
�
A dog was shot
in the yard at Dan Elsey’s residence;
�
Mid Central
Community Action Group is available for low to mid income
families needing help.
Public Works Director Bozarth
noted that the bathrooms at the parks would be closed this
weekend for the winter. He also reported that storm sewer,
sanitary sewer, and water lines are in place at the Watters
Dr. extension.
Chief Henson reported on the
following:

A cash reward is
being offered for information on the shooting of the dog;
�
An arrest
warrant is out for one of the individuals involved in the
recent burglaries, and more arrests are expected;
�
The Hunters’
Safety course was well attended, and he thanked Terry
Riccolo for his instruction;
�
The Dwight
Police Department will be checking candy beginning at 4:30
p.m. Halloween afternoon at the Dwight Grade School.
Attorney Neville reported that
SparkPlug Inc. is still interested in moving their antennae
from the bin on Columbia St. to the downtown water tower,
and is willing to pay a monthly rent.
A Rent Subsidy Application
from Jack and Jan Fitzpatrick for their thrift store at
158-160 E. Main St. was presented. President Wilkey
suggested that the Village portion of the subsidy be lowered
to $400 per month, but Trustee Eggenberger thought the Board
should stay with the schedule that was voted upon previously
by the Village Board.
* A
motion was made by Eggenberger and seconded by Woods to
approve the Rent Subsidy Application submitted by Jack and
Jan Fitzpatrick under the subsidy schedule established by
the Village Board of Trustees. The Village portion for the
first three months will be rounded down to $700 per month
from $712.50. Roll call was as follows: Eggenberger-aye;
Skinner-aye; Woods-aye. Motion carried. *

Village Attorney Neville will
draw up an official contract between the Fitzpatrick’s and
the Village of Dwight.
There
being no further business, a motion to adjourn was made by
Woods and seconded by Skinner. All voted aye. The meeting
adjourned at 6:24 p.m.
