The Dwight Village Board of Trustees met in
regular session at 6:00 p.m. with the meeting being called to
order by President Bill Wilkey. Roll call was as follows:

Other Village officials in
attendance were Village Administrator Kevin McNamara, Public
Works Director David Bozarth, Police Chief Tim Henson,
Village Attorney Gary Neville, and Village Engineer Ryan
Hansen.
President Wilkey led everyone
in the Pledge of Allegiance.
A motion
was made by Curtis and seconded by Eggenberger to approve
the minutes of the September 28, 2009 regular Village Board
meeting. Roll call was as follows: Woods-aye;
Eggenberger-aye; Curtis-aye; Skinner-aye. Motion carried, 4
– 0.
The bills
were presented for payment from the various funds in the
amount of $91,137.18. A motion was made by Woods and
seconded by Curtis to pay the bills as submitted and
approved by the Village Trustees. Roll call was as follows:
Woods-aye; Eggenberger-aye; Curtis-aye; Skinner-aye. Motion
carried, 4 – 0.
A motion
was made by Curtis and seconded by Skinner to approve the
following fund transfers as requested by Village Comptroller
Drechsel:
$51,714.93 from the Sewer Fund
(52) to the Sewer Replacement Reserve Fund (33) for the
purpose of paying principal and interest on the 2000 IEPA
wastewater treatment plant loan L17-1171.
$79,376.88 from the General
Fund (01) to the Public Service Bond Fund (45) for the
purpose of paying principal and interest on the 2009 General
Obligation Bonds.
$46,573.75 from the General
Fund (01) to the MFT Bond Fund (43) for the purpose of
paying principal and interest on the 2005 Waupansie St.
bonds, and the Fiscal Agent Fee.
$280,100.63 from the Water
Fund (51) to the Water Bond Fund (41) for the purpose of
paying principal and interest on the 1994 water bonds.
Roll call
was as follows: Woods-aye; Eggenberger-aye; Curtis-aye;
Skinner-aye. Motion carried, 4 – 0.
A motion
was made by Woods and seconded by Eggenberger to approve the
September 2009 Treasurer’s Report as submitted by Village
Treasurer, Diane Jensen, showing a total in all Village
Funds of $2,849,212.49. Roll call was as follows:
Woods-aye; Eggenberger-aye; Curtis-aye; Skinner-aye. Motion
carried, 4 – 0.
A motion
was made by Eggenberger and seconded by Skinner to pass
Ordinance No. 1275, amending Chapter 10 of the Dwight
Municipal Code, Article II, Section 10.203, relating to
additional stop signs and removing yield signs. Roll call
was as follows: Woods-aye; Eggenberger-aye; Curtis-aye;
Skinner-aye. Motion carried, 4 – 0.
ORDINANCE
NO. 1275 IS ON FILE IN THE VILLAGE CLERK’S OFFICE
President
Wilkey reported that the newly installed playground
equipment at Renfrew Park had been damaged.
Administrator McNamara informed everyone that hydrant
flushing will take place from October 25th
through October 30th.
Police
Chief Henson reported at least four incidents of items being
stolen from cars over the weekend, along with bicycle
thefts. He encouraged Village residents to lock their
vehicles, garages, and homes, and asked for the public’s
help in reporting any suspicious activity.
Henson
also informed the Board that Sergeant Peters will probably
be off work another three weeks due to a shoulder injury
from a fall that he had during a traffic stop.
Clerk
Drechsel reported on the October 1, 2009 Administration
Committee meeting. Items discussed were the Rent Subsidy
Program; the Mark Clausen request for reimbursement for
property he purchased from the Village of Dwight on E.
Waupansie St. in 1996; Sewer Replacement Fee recommendation;
LivCom 911 Board seat vacancy; free leaf pickup; recycling
bins at the schools; Video Gaming Act.
A motion
was made by Curtis and seconded by Eggenberger to schedule
the free leaf pickup in the Village of Dwight for the first
three Mondays of November, 2nd, 9th,
and 16th. Roll call was as follows: Woods-aye;
Eggenberger-aye; Curtis-aye; Skinner-aye. Motion carried, 4
– 0.
A motion
was made by Eggenberger and seconded by Skinner to authorize
Village Attorney Neville to notify Mr. and Mrs. Mark Clausen
and Clausen’s attorney, Mr. Fred Strufe, that the Village
stands by the previous Board’s decision to sell the property
and the Village will not be re-purchasing the property from
Clausen’s. Roll call was as follows: Woods-aye;
Eggenberger-aye; Curtis-aye; Skinner-aye. Motion carried, 4
– 0.
A motion
was made by Eggenberger and seconded by Curtis to pass
Ordinance No. 1276 pertaining to the Rent Subsidy Program.
Roll call was as follows: Woods-aye; Eggenberger-aye;
Curtis-aye; Skinner-aye. Motion carried, 4 – 0.
ORDINANCE
NO. 1276 IS ON FILE IN THE VILLAGE CLERK’S OFFICE
Jack
Fitzpatrick was in attendance and notified the Board that he
was withdrawing his Rent Subsidy application for 401 W.
Waupansie St., Dwight. Mr. Fitzpatrick was informed by the
property owner that the building had been sold, so he will
be looking elsewhere to locate his resale shop.
The water
main improvements proposal from Christopher B. Burke
Engineering was briefly discussed. President Wilkey said he
would like to see a four year plan implemented.
Trustee
Curtis noted that the Village had discussed refunding and
extending the water bonds, but nothing had been done on
those issues yet. He felt that a Utilities Committee
meeting needs to be set.
There
being no further business, a motion to adjourn was made by
Woods and seconded by Curtis. All voted aye. The meeting
adjourned at 6:29 p.m.
